After dropping a provocative remark that community spread of coronavirus in California started at a nail salon, Gov. Gavin Newsom declined Friday to provide additional details about where the salon was located and how health officials traced the case.
“This whole thing started in the state of California, the first community spread, in a nail salon. I just want to remind everybody of that and that I’m very worried about that,” Newsom said Thursday during his daily COVID-19 briefing in Sacramento.

On Friday, despite requests from multiple media organizations, he said he could not release more information because of health and privacy concerns. He added that his office would provide additional details when possible.
"There are, and I know everybody watching understands this, health and personal privacy obligations that are bigger than any public statements that have to be abided by, legal parameters, as it relates to that first case," Newsom said during a news conference.
The first known case of community spread in the California was reported in Solano County in late February. Officials more recently said the first known death from COVID-19 was recorded in Santa Clara County. Both are in Northern California.
Newsom's initial comment triggered immediate backlash from the beauty industry, which called his statement "surprising and disappointing."
"As a former restaurateur himself, the governor knows the daily struggles of small business owners such as the 11,000 nail salons in California where approximately 80 percent of salons are owned and operated by Vietnamese Americans," said Mike Vo, board chair of the Pro Nails Association in Irvine.
"It also pains us as law-abiding Americans living and working in California that the governor's remarks may contribute to further anxiety and even heightened fear in today's unfortunate toxic environment," he added.
Speaking from inside a Sacramento flower shop on Friday, Newsom addressed concerns that his comments could ultimately hurt the nail industry.
"Oh my gosh that industry is noble," he said. "It's an opportunity ... an exit point out of poverty. It's one of the most entrepreneurial industries in our country. I have a deep reverence for those entrepreneurs."
He went on to add that the statement was not meant to be an "indictment" of the industry as a whole, but instead an explanation of why personal care services such as manicures will be included in the third phase of California's reopening and not sooner.
Despite attempting to distance himself from any negative fallout, an association of salons and barber shops said it would sue to try to force Newsom to let them reopen sooner, arguing they already undergo extensive training on sanitation and are licensed by the state, NBC affiliate KCRA reported.
The California Board of Barbering and Cosmetology recommends that nail technicians wear gloves and masks to protect workers from inhaling toxic chemicals, but it does not require protection for all services. Streamlining safety guidelines is one of the reasons California will not authorize the reopening of nail salons until the third phase, Newsom said.
Some salons have already reopened despite Newsom's phased approach. In Northern California, a line stretched out the door of a Yuba City salon on Wednesday. Some customers wore masks while others did not. At least 33 salons operating illegally have been shut down across the state, according to Newsom.
California entered the first phase of stage two on Friday, which allows curbside pickup at retail stores and the reopening of parks and hiking trails.

New York Gov. Andrew Cuomo says it’s ‘shocking’ most new coronavirus cases were people who stayed at home

Most new Covid-19 hospitalizations in New York state are from people who were staying home and not venturing much outside, a “shocking” finding, Gov. Andrew Cuomo said Wednesday.   
The preliminary data was from 100 New York hospitals involving about 1,000 patients, Cuomo said at his daily briefing.



It shows that 66% of new admissions were from people who had largely been sheltering at home. The next highest source of admissions was from nursing homes, 18%.

“If you notice, 18% of the people came from nursing homes, less than 1% came from jail or prison, 2% came from the homeless population, 2% from other congregate facilities, but 66% of the people were at home, which is shocking to us,” Cuomo said.
“This is a surprise: Overwhelmingly, the people were at home,” he added. “We thought maybe they were taking public transportation, and we’ve taken special precautions on public transportation, but actually no, because these people were literally at home.”
Cuomo said nearly 84% of the hospitalized cases were people who were not commuting to work through car services, personal cars, public transit or walking. He said a majority of those people were either retired or unemployed. Overall, some 73% of the admissions were people over age 51. 
He said the information shows that those who are hospitalized are predominantly from the downstate area in or around New York City, are not working or traveling and are not essential employees. He also said a majority of the cases in New York City are minorities, with nearly half being African American or Hispanic. 



Cuomo said state health officials had thought a high percentage of people who were hospitalized would be essential employees, like health-care workers or city staff, who are still going to work. 
“Much of this comes down to what you do to protect yourself. Everything is closed down, government has done everything it could, society has done everything it could. Now it’s up to you,” Cuomo said.

A spokeswoman for Cuomo’s office did not immediately respond to CNBC’s request for additional comment on the governor’s remarks.
Cuomo said the state’s hospitalization rate has continued to decline, although at a “painfully slow” rate. He said around 600 infected people were still walking through hospital doors every day, although that number has also declined. 
While data shows the coronavirus is on the decline in New York, the new survey results appear to clash with Cuomo’s prior assurances that isolation can reliably prevent transmission.

“I was afraid that it was going to infect my family no matter what I did. We’re past that,” Cuomo said at a press conference on April 13. “If you isolate, if you take the precautions, your family won’t get infected.”
The daily figures, including the number of people who have died from the coronavirus, will probably be much higher than what has been reported, Cuomo said. He said the state has not been fully documenting the at-home deaths that may be attributable to Covid-19. An additional 232 people died from the coronavirus on Tuesday. 
“I think that the reality is going to be worse,” Cuomo said.

OAKLAND — The professional organization representing 500,000 California barbers and hair salon owners announced Wednesday it will sue Gov. Gavin Newsom this week in an attempt to reopen as soon as possible.
The Professional Beauty Federation of California announced Wednesday it has retained the Center for American Liberty, headed by San Francisco attorney Harmeet Dhillon, to sue Newsom over his statewide stay-at-home order. Newsom has indicated that salons and barber shops will not be in his initial wave this week for reopening.

"While our industry stood in solidarity with Governor Newsom’s original order to ‘flatten the contagion curve’ so as to not overwhelm our healthcare providers, we believe our state has met that noble goal.'' said PBFC President Ted Nelson in a statement.
He added that a prolonged closure would have "devastating consequences to the livelihood and businesses of tens of thousands of California citizens" and that his group does not believe salon closures are medically necessary.
The California Board of Barbering and Cosmetology, which regulates those businesses, has warned owners they may face tough sanctions for violating the governor's March 19 stay-at-home order. “This will not be taken lightly,” the board said in a release.
Newsom has announced details of four-phase reopening for businesses, saying that as part of phase two, some retail shops will be allowed to provide curbside pickup. But the beauty shops are part of phase three, which requires greater preventative measures and health indicators to take effect.
The PBFC in a release describes itself as California's only professional association "representing every sector of the beauty industry," which it says encompasses some 500,000 licensees and 50,000 salons in this state. The organizations are using the #OpenSalonsNow hashtag to promote its effort.



Dhillon's Center for American Liberty, a conservative civil rights firm, is also representing other groups that have recently filed high-profile lawsuits against Newsom, including those seeking to allow religious activities at churches and reopen Orange County's beaches.

LOS ANGELES (CBSLA) – Thousands of people who work in California’s beauty industry are demanding the right to reopen, despite the revelation from Gov. Gavin Newsom Thursday that the first case of community spread of coronavirus in the state was traced back to a nail salon.

In his daily briefing Thursday, Newsom was asked why hair and nail salons won’t be allowed to reopen Friday, when the state begins to ease its stay at home orders and allow certain businesses to reopen.

“This whole thing started in the state of California, the first case of community spread, in a nail salon,” Newsom said.
The Pro Nails Association – which represents salon owners, nail techs and manufacturers – along with the Professional Beauty Federation of California, are pushing back and are allegedly planning to file a lawsuit against the state. They say that in order to even be licensed, owners and employees go through hours of training, with a heavy focus on health and sanitation.
However, Newsom argued Thursday that the coronavirus could spread at salons even with those requirements in place.
“Many of the practices that you would otherwise expect of a modification were already in play in many of these salons with people that had procedure masks on, were using gloves and were advancing higher levels of sanitation,” he said.
When contacted by CBS2, the governor’s office would not confirmed when and where the first case of community spread happened, only saying that it would .
PNA held a news conference with the volunteer initiative Nailing it for America at Advance Beauty College in Garden Grove Friday to discuss the issue.
“We want to also send a personal invitation on behalf of the 300,000 people of Vietnamese descent who live and work here to Gov. Newsom to come to Orange County, and come to a nail salon when it reopens for stage 3,” said Tam Nguyen with Nailing it for America. “Governor you will meet the most patriotic, the most professional, the most hardworking, the most compassionate, and most grateful Californians you’ll ever meet.”
Newsom announced earlier this week that the state will begin moving Friday into the second phase of his four-phase reopening plan, which involves reopening businesses and workplaces that are deemed low-risk because they can easily enact social distancing guidelines.
They include florists, car dealership showrooms, and stores that sell clothing, toys, music, sporting goods, and books, all of which can only reopen for curbside pickup.

As businesses in California begin reopening this weekend after being shut down by the coronavirus pandemic, nail salons and barbershops are planning to sue Gov. Gavin Newsom for not being included in the second phase of the state's reopening plan.
Newsom said last week that retailers with curbside pickup, including clothing stores, bookstores, sporting goods stores and florists, could begin a phased reopening starting Friday. When asked on Thursday about why nail salons and barbershops weren't included in the second phase, Newsom said it was because a nail salon was the origin of California's first community spread of coronavirus.
"This whole thing started in the state of California, the first community spread, in a nail salon,' he said. 'I just want to remind everyone of that. I'm very worried about that."

In response to the governor's comments, the Professional Beauty Federation of California published a new section on its website called "Time to Sue Governor Newsom."

"The PBFC has decided to sue Governor Newsom to force him to reopen our salons much sooner than his vowed 'months not weeks' timeline," the organization wrote. "We understand that not all salons and stylists will want to reopen under the current threat of this pandemic. Nothing in our legal challenge will force anyone to act against their will. We just believe that the formal education/training of our stylists warrant our safe reopening under additional 'social distancing' protocols, which our State Board and industry stakeholders have been putting together for weeks."
In a press release, PBFC President Ted D. Nelson said that the beauty industry has "stood in solidarity" with California's mission to flatten the curve and that the state has "met that noble goal."
Nelson added that an extension of the state's shutdown is not necessary to continue to combat the pandemic and believes it will result in "devastating consequences to the livelihood and businesses of tens of thousands of California citizens."

PBFC legal counsel and public policy director Fred Jones said that Newsom "cannot change the goal posts in the middle of the game by transitioning from reducing the contagion curve to stopping the spread altogether by extending the shutdown for several more months."
"If he does, most of our barbers, stylists, manicurists, and skin care professionals and the businesses they operate in will either fold up shop or resume their livelihoods in open defiance to feed their families and keep their businesses afloat," Jones said. "With the proper PPE and procedures in place, our licensed professionals can safely resume their services and contribute to California’s economic recovery."
According to the release, there are more than 500,000 licensees out of work due to California's coronavirus restrictions.

The California Board of Barbering and Cosmetology, which regulates salons and barbershops in the state, warned in a statement on May 1 that any licensee who disregards California's stay-at-home order will face severe consequences.
"We have heard of businesses disregarding the stay at home orders," the board said. "If businesses continue to put public health and safety at risk by not following the state and local shelter in place orders, and if circumstances warrant it, the Board may pursue disciplinary action against their license. This will not be taken lightly."

Tui nghe nói bên Cali cho tiền dễ quá nên nhiều người giả bộ bịnh, sợ bị lây bịnh để ở nhà lãnh $600 trong khi đi làm (part time) còn chưa lãnh được tới $400 nữa .

$600 tiền của liên bang + tiền thất nghiệp (người lảnh cao nhất là $450) = $1050 / tuần;  nên người ta đâu muốn đi làm, thấy tiền tối mắt nên không nhìn thấy con đường xa; Có nhiều hảng lay-off người không chịu đi làm đó Mây

Đúng là không nhìn xa, mai mốt hết tiền trợ cấp muốn đi kiếm việc làm thì không có ... Bên Cali thấy cho tiền dễ quá nên nhiều người VN nói khi gần về già sẽ move qua đó ở, vừa khí hậu ôn hoà vừa dễ xin tiền già ...

Ở Cali đắt đỏ quá, thuế cũng cao hơn mấy state khác, chỉ có đồ ăn là rẻ thôi . Hồi đó nghe cô bạn kể 2 vợ chồng lương 100K/yr mà không đủ mua cái nhà, trong khi ở mấy chỗ khác là dư tiền mua cái nhà to đẹp rồi, nhưng ở đâu quen đó sis ơi, giờ move đi chỗ khác làm lại từ đầu cũng vất vả lắm . 
Thấy nhiều người bên Cali move qua Texas quá chừng, ở chỗ như Minh Hằng là sướng, sau này retire mình cũng muốn move qua mấy vùng ấm như TX hay FL, nhưng muốn vậy thôi chứ già rồi mà qua chỗ lạ không có bà con họ hàng hay người quen giúp đỡ, chỉ dẫn cho mình lúc ban đầu ...chắc cũng mệt .

Hồi đó nghe cô bạn kể 2 vợ chồng lương 100K/yr mà không đủ mua cái nhà, trong khi ở mấy chỗ khác là dư tiền mua cái nhà to đẹp rồi, nhưng ở đâu quen đó sis ơi, giờ move đi chỗ khác làm lại từ đầu cũng vất vả lắm . 
Thấy nhiều người bên Cali move qua Texas quá chừng, ở chỗ như Minh Hằng là sướng, sau này retire mình cũng muốn move qua mấy vùng ấm như TX hay FL, nhưng muốn vậy thôi chứ già rồi mà qua chỗ lạ không có bà con họ hàng hay người quen giúp đỡ, chỉ dẫn cho mình lúc ban đầu ...chắc cũng mệt .
Hồi trước thức ăn rẻ bây giờ mắc rồi Mây, mình thấy giá cả tương đương với các TB khác .  Cái nhà Townhouse mới xây khu tốt, rộng 1700 sq giá $1+ đó Mây ; bên chị Minh Hằng thấy thoải mái có điều thuế đất cao quá, retire qua đó mua căn nhà nhỏ sống thoải mái cuối đời

Bên GA còn đỡ lạnh hơn PA mà Cout .

Mình dân xứ nóng nên có move thì cũng tìm nơi nào ấm áp chớ không move qua nơi nào ấm áp như FL, TX, HI chớ không move qua mấy TB lạnh Mây ui

Mình thấy TĐ Càli kỳ thị người làm nail nên mình "bức xúc" nhưng người làm nail lại chửi những người bức xúc dùm là vô duyên vì họ dang được ngồi chơi mà có tiền free từ chính phủ ...  xưa nay ai nói dân nail thế này thế nọ tui thấy họ quá kỳ thị nhưng bây giờ tui thấy họ phê phán dân nail quá đúng
